ALLENTOWN PA – Fourteen establishments that hold liquor or related licenses issued by Pennsylvania received citations for alleged law violations during February 2026. The list includes businesses or organizations in Pottstown, Perkiomenville, and Reading, which were cited by troopers representing District 9 of the state Bureau of Liquor Control Enforcement.
A report detailing the allegations was released Monday (March 2, 2026) by the bureau’s six-county regional office in Allentown PA. It documents citations issued to firms in Montgomery, Berks, Bucks, Lehigh, and Northampton counties. None were issued in Schuylkill County.
Pennsylvania State Police troopers are assigned to the District 9 office for enforcement of liquor laws and their requirements. They cover more than 3,603 licensees within the district.
In Montgomery County, citations were issued to:
- RRR Bar & Grill Inc. in Pottstown, charged with violation of Section 471.1(h) of the Liquor Code, involving server/seller training; and
- T & M Landis LLC, trading as Bella Brew in Perkiomenville, charged with violation of Section 493(12) of the Liquor Code, dealing with records on premises.
- Also cited was Souderton Food Mart Inc., trading as Souderton Food Mart in Souderton, charged with violation of Section 102 of the Liquor Code, regarding insufficient seating.
In Berks County, citations were issued to:
- International Bar & Grill Co. in Reading, charged with violations of Section 471 of the Liquor Code, and Section 637.6(a)(2) of the Clean Indoor Air Act, regarding prohibited smoking; and
- 851 Penn Street Inc. in Reading, charged with violation of Section 404 of the Liquor Code, about adhering to board restrictions.

Administrative Law Judge Will Hear Charges
Additionally, citations also were issued to two establishments in Bucks County; five in Lehigh County; and two in Northampton County.
In the report, district office Commander Sgt. Thomas C. Leib wrote that “charges will be brought before an administrative law judge.” The judge, Leib adds, has the authority to impose penalties for minor or more serious offenses.
If warranted, the judge also “can also impose a license suspension or revocation of the license based on the severity of the charge brought,” and can require training for licensees to educate them on meeting state requirements.
