ALLENTOWN PA – Fifteen “licensed establishments” that hold liquor or related licenses issued by Pennsylvania received citations during December 2025 from the state Bureau of Liquor Control Enforcement for alleged law violations.
A report detailing the allegations was released Thursday (Jan. 1, 2026) by the bureau’s six-county regional office in Allentown PA. It documents citations issued to two firms in Montgomery County, including licensees in Pottstown and Norristown; and four firms in Berks County, including licensees in Robesonia and Oley.
Pennsylvania State Police troopers are assigned to the District 9 office for enforcement of liquor laws and their requirements. The troopers cover more than 3,470 licensees in the district, comprised of Montgomery, Berks, Lehigh, Bucks, Northampton, and Schuylkill counties.

Report Lists Licensees Cited
In Montgomery County, citations were issued to:
- The Elks Home Association Inc. in Pottstown, charged with two violations, of the Local Option Small Games of Chance Act and the Pennsylvania Liquor Code; and
- Norristown Gaming in Norristown, charged with one violation of the Pennsylvania Liquor Code.
In Berks County, licensees cited were:
- Henry P LLC, trading as The Henry P Robeson House in Robesonia, charged with one violation of Liquor Control Board Regulations;
- Inn Holdings LLC, trading as The Inn on Main in Oley, charged with one violation of the Liquor Code;
- North-End Rod & Gun Association, trading as the North-End Rod & Gun Association in Reading, charged with one violation of Liquor Control Board Regulations, and four violations of the Liquor Code; and
- Liberty Fire Company No. 1 of Sinking Spring PA Social Quarters in Sinking Spring, charged with two violations of the Local Option Small Games of Chance Act and sections of the Department of Revenue Regulations; one violation of Liquor Control Board Regulations, one violation of the Liquor Code and sections of the Liquor Control Board Regulations; and one violation of sections of the Liquor Code.
Administrative Law Judge Will Hear Charges
Citations also were issued to one establishment in Bucks County; five in Lehigh County; two in Northampton County; and one in Schuylkill County.
In the report, district office Commander Sgt. Thomas C. Leib wrote that “charges will be brought before an administrative law judge.” The judge, Leib adds, has the authority to impose penalties for minor or more serious offenses.
If warranted, the judge also “can also impose a license suspension or revocation of the license based on the severity of the charge brought,” and can require training for licensees to educate them on meeting state requirements.
